Some sun can be seen between the downpours, but the Koh Samui area is the lowest value in November.
Islands in the Andaman Sea — Phuket, Khao Lak, Koh Lanta, and Krabi — experience better weather in November, with only moderate rainfall in increasingly smaller bursts. Soak in bright sunshine for most of the time and try out a range of exciting water sports without any worries.

Crowding and Costs in November in Thailand
November sees the torrential end of the monsoon in a small corner of Thailand around Koh Samui, but the beginning of the high season of tourism in the rest of the country, where the rainy season is already over.
With the coming of drier weather, more and more tourists from all over the world come to Thailand. Usually, it is less crowded in the first part of the month.
The cost of hotels depends on where you are going to stay, and the hotel type you choose, and demand. You may find some of them have lifted their price for high season while some are still using the low season rate. November is still hot/warm in the south/center of Thailand in the day, but cool to warm in the north. Pack summer clothes — shorts, light trousers, skirts, T-shirts, light shirts, sun protection... — with some trousers and a jacket plus insect repellant if you head to the northern mountains.
To avoid getting uncomfortably wet on the rainy days, which are only really an issue in the south in November, it is recommended to take an umbrella or a light waterproof jacket, or a waterproofed bag with a change of clothes.
